Car clamper ordered to pay back £3 million - or face ten years in jail

Fraudster Steven Ryan, who ran  Birmingham firm conning motorists with faulty parking meter, given six months to find cash


A fraudster who ran a notorious Birmingham car clamping company has been ordered to pay back almost £3million – or face ten years in jail.
Steven Ryan, 56, was given six months to find the money after a judge ruled he had benefited by £2,837,349 from his business, Car Clamping Securities.

Private parking companies suspended for misleading motorists


More than a fifth of private parking enforcement companies have been suspended as fears grow over powers to allow them to dish out fines of up to £100.

The suspensions, by the Driver and Vehicle Licensing Agency, have taken place within weeks of the Government banning clamping on private land.
Motoring organisations fear at least another 500,000 private tickets will be issued on top of the current two million fines already handed out a year by enforcement companies, as they seek to fill in the void created by the clamping ban.

£7k overpaid by motorists into North Lincolnshire parking meters


MOTORISTS at ticket machines handed the taxpayers in North Lincolnshire a £7,000-plus windfall last year because they had no change, it has been revealed.
The Scunthorpe Telegraph has learned that over-payments made in council-owned pay and display machines in car parks during 2011-12 amounted to £7,148.07.

Firm refuses to refund tickets to Hyndburn residents


A COUNCIL has slammed town centre car park operators for refusing to refund ‘unfair’ tickets.
Hyndburn Council, and the borough’s MP intervened after hundreds of tickets were issued on Accrington’s Eastgate car park.
The tickets were issued when time limits were changed from three hours to ninety minutes.

Plymouth City Council admits fine error after police diverted drivers


Hundreds of motorists who followed a diversion during serious flooding have been sent fines.
Police directed traffic down a bus lane when an overflowing sewer closed Gdynia Way in recent deluges.
But new enforcement cameras were left switched on – and £60 fines are now landing on outraged drivers' doormats.
Council workers have now been told to write to everyone who was issued a penalty charge notice (PCN) during the Gdynia Way flooding fiasco.

£170,000 fed into unenforced parking meters


MOTORISTS have fed more than £170,000 into Bournemouth parking meters in the last three months, even though they had no chance of receiving a fine.
Bournemouth traffic wardens stopped handing out tickets to motorists in parts of the town on September 7 because of a problem with legal documentation regarding enforcement, which has still not been sorted out.

£6,000 owed to ‘illegal’ parkers

A crusading retired policeman claimed this week that motorists may have been wrongly fined a total of up to £6,000 over four years for parking in an Exmouth town centre street.

Mr Percy Prowse, the Conservative county councillor for Duryard and Pennsylvania in Exeter, told the Journal that legal documents drafted for Victoria Road in 2008 had been botched by county traffic officers.

Mundane cloak hides malware dagger


Bogus "pay by phone parking receipts" doing the rounds by email and targeted at UK users are actually designed to spread malware, security watchers warn.
The spam campaign is designed to trick recipients into viewing a fictitious list of parking transactions, contained in a malicious attachment. "Upon executing the malicious attachment, the malware opens a backdoor on the affected host," Dancho Danchev, a security researcher at Webroot explains.

Cost of enforcement exceeds fines

The issuing of parking tickets in East Devon could lose £3.6million of taxpayers’ cash over four years.


A recent Freedom of Information (FOI) request by the Journal has revealed the financial cost of traffic wardens, since parking enforcement was transferred from the police to the district council in spring 2008.
But East Devon District Council (EDDC) bosses insist that parking enforcement is not seen as a ‘cash cow’, and is vital to avoid parking chaos.

Man wins appeal against parking ticket as signs were unclear in chippenham

Motorist John Samuels has won an appeal against a parking ticket he received at Emery Gate Car Park, Chippenham, after an independent adjudicator ruled the signage was inadequate.
Mr Samuels said his battle to get the ticket overturned cost him more than the £50 fine but he wanted to prove Wiltshire Council was wrong.
Mr Samuels, a freelance cameraman who lives near Glastonbury, got the parking ticket when he parked in Emery Gate car park on April 18.

Fraudulent Westminster Council parking charge email sent

At least 800 fraudulent emails have been sent telling people they owe Westminster Council money for parking.

Richard Loraine-Smith from Pewsey, in Wiltshire, said he was emailed by an address claiming to be firm PayByPhone saying that he owed the council £33.30

"How dare they get my details and send me spurious emails. I have never been to that street in my life."

PARKING FINE? IT’S A JOKE SAYS CARLISLE PENSIONER

A pensioner has received a £100 fine – because he visited a Carlisle car park twice in the same day.


Tommy Salkeld, 66, visited the Asda store on St Nicholas Gate Retail Park twice on October 13.
The rules state that cars are only allowed to park at the complex – which is home to Burger King, Halfords, Asda and Toys ‘R’ Us – for two hours.

Shocking pictures 'show traffic warden being caught threatening to hand out ticket... then letting off driver in return for £20 bribe'


These photos show how a traffic warden in a £4.40-an-hour zone was allegedly caught threatening to hand out a parking ticket - but then backed down after being handed a £20 bribe by a driver.
A journalist was parked without a ticket on a street in London’s Mayfair when a civil enforcement officer (CEO) wearing a Westminster City Council jacket approached and threatened to fine him.

But the traffic warden, employed by the UK’s biggest parking contractor NSL, allegedly said he could ‘sort something out’ if he was paid - and would stop any local wardens putting a ticket on the car.
